It means:

(The baby) has finally arrived!



Joy (viel Freunde = much joy/ pleasure/ happiness) to the lucky/ happy parents (den gl眉cklichen Eltern, "gl眉cklich" means both lucky and happy) and lots of love to the baby (alles Liebe zum Baby)
